0:00:00 Speaker: Yeah, right, of course, the color record.

0:00:04 Speaker: Just for future, I think

0:00:06 Speaker: that's what that would mean,

0:00:07 Speaker: or

0:00:07 Speaker: come into your program.

0:00:11 Speaker: Thank you.

0:00:18 Speaker: Oh, that's why I was asking. All

0:00:21 Speaker: right,

0:00:23 Speaker: so everybody has okay.

0:00:27 Speaker: How many?

0:01:10 Speaker: I don't know what kind of order.

0:01:23 Speaker: I don't know.

0:01:33 Speaker: Thank you. Good morning. Good. Give each other.

0:01:37 Speaker: Dr. [name] is not here tonight.

0:01:40 Speaker: I'm our vet.

0:01:42 Speaker: Here. Ms. [name].

0:01:43 Speaker: Here.

0:01:43 Speaker: We have a mutation in which. I don't care if you don't see her.

0:01:56 City Attorney: [name] to this annotation.

0:02:05 Speaker: We protect all the citizens

0:02:06 Speaker: and

0:02:08 Speaker: everyone that has that baby

0:02:09 Speaker: doll on the shoulder.

0:02:18 Speaker: I pledge allegiance to the flag of the United States

0:02:32 Speaker: of America

0:02:33 Speaker: and

0:02:33 Speaker: to the Republic for

0:02:35 Speaker: which it stands,

0:02:36 Speaker: one

0:02:36 Speaker: nation, under God,

0:02:39 Speaker: indivisible,

0:02:40 Speaker: with

0:02:40 Speaker: liberty and justice for all. Is

0:03:06 Speaker: the new building, the water rates, public works report, and are there no action taken?

0:03:13 Speaker: Have we received,

0:03:16 Speaker: is it all in this packet?

0:03:19 Speaker: I think, yes.

0:03:27 Speaker: Well, the wastewater is

0:03:28 Speaker: going to be two papers. Okay.

0:03:32 Speaker: They were stuck together.

0:03:48 Speaker: Is that the

0:03:51 Speaker: one right there in front of the plant?

0:03:54 Speaker: Yes, we can. I'm sorry. Was that the

0:03:57 Speaker: lip start right in front of the

0:03:58 Speaker: plant or was that the one down the road? Oh, I think it was [name]. Is this [name]?

0:04:04 Speaker: Is that the big one? Okay.

0:04:09 Speaker: It's on [name], but it's not on [name].

0:04:13 Speaker: Oh, it's a wrap. I don't have any questions on any of this. I have one thing to recieve on this.

0:04:40 Speaker: I have a question. Yes, ma 'am. I'll

0:04:43 Speaker: let whatever the status was of the blower.

0:04:51 Speaker: Does that have a purchase? Does that have a

0:04:53 Speaker: purchase

0:04:54 Speaker: yet? The purchase of the blower by itself

0:04:58 Speaker: is going to be $20 ,000.

0:05:01 Speaker: That's not including the installation.

0:05:03 Speaker: So we have one. I want to make sure. We just have one. Is that right? One

0:05:07 Speaker: blower? [name]. Three.

0:05:10 Speaker: We're supposed to have three.

0:05:13 Speaker: We have two in front.

0:05:17 Speaker: Yeah, but we're

0:05:18 Speaker: supposed to, we have to have three

0:05:20 Speaker: in compliance,

0:05:23 Speaker: with that

0:05:24 Speaker: last one, was the one in that

0:05:26 Speaker: few years ago that

0:05:27 Speaker: they had broken in and stolen one.

0:05:31 Speaker: So, is

0:05:32 Speaker: the two continuing compliance not

0:05:34 Speaker: purchasing one? Not yet. That is just the cost

0:05:41 Speaker: of the water, so that's not an installation.

0:05:44 Speaker: That's what COVID

0:05:45 Speaker: is. Is

0:05:46 Speaker: that, will that be the program?

0:05:49 Speaker: No, that's not. Okay, we'll start.

0:05:53 Speaker: If I'm

0:05:54 Speaker: wrong, I will correct it at a later date.

0:05:58 Speaker: Have we gotten any votes or views on

0:06:01 Speaker: what we need to do?

0:06:02 Speaker: We don't know yet. Right

0:06:03 Speaker: now, we do have a number,

0:06:08 Speaker: which is $20 ,000,

0:06:09 Speaker: which is $20 ,000.

0:06:11 Speaker: So I'm going to ask them if they would allow it to be

0:06:15 Speaker: paid in installment

0:06:16 Speaker: prior to the paper. But until we know

0:06:20 Speaker: that there's care for the installation,

0:06:23 Speaker: then we need to settle in.

0:06:25 Speaker: Because we're at the end of the system here, it's hard to find.

0:06:45 Speaker: All of these are no actions,

0:06:47 Speaker: by

0:06:48 Speaker: the way, but,

0:06:50 Speaker: yeah,

0:06:51 Speaker: that was in

0:06:52 Speaker: the last one,

0:06:53 Speaker: public, public. Yes.

0:06:56 Speaker: at the last meeting,

0:06:58 Speaker: which

0:06:58 Speaker: was June

0:07:02 Speaker: the 18th, wouldn't it? Is that correct? When we actually had

0:07:07 Speaker: it?

0:07:10 City Attorney: No, it wouldn't have been the 18th. Mine was the 17th. The 18th was Wednesday. The 17th was

0:07:16 Speaker: Tuesday. Oh, wait. Do you remember when I was 26?

0:07:20 Speaker: Oh, yeah. 27. That was when it was?

0:07:23 City Attorney: Yeah, July 22nd, again. Yes.

0:07:25 Speaker: yes anyway there was a discussion of the spreadsheet that I think was supposed to give to the

0:07:33 Speaker: bond counsel

0:07:34 Speaker: and then

0:07:38 Speaker: I

0:07:38 Speaker: asked Ms. [name] to inform Mr. [name] about the court cases which she did and it

0:07:46 Speaker: was a limited

0:07:46 Speaker: conversation because

0:07:47 Speaker: of the together,

0:07:49 Speaker: then

0:07:53 Speaker: it

0:07:58 Speaker: was a discussion on the presentation that we had from [name],

0:08:07 Speaker: from what presentation? [name] presentation, we discussed when it was coming out,

0:08:12 Speaker: when it was coming out.

0:08:13 Speaker: Oh, the future. Yes. Okay, I got it.

0:08:16 Speaker: We discussed that, and it was a very short evening, also,

0:08:20 Speaker: and that's all I have

0:08:21 Speaker: on it. Mrs. [name], do you have anything that's on?

0:08:24 Speaker: The only thing that I have related to it is we

0:08:28 Speaker: can't

0:08:30 Speaker: really discuss the

0:08:32 Speaker: bond issue

0:08:34 Speaker: because

0:08:35 Speaker: we have three ineligible members. We're still waiting on the bond council attorney to advise us on how to proceed. you know the

0:08:45 Speaker: USDA

0:08:46 Speaker: had scheduled a closing date for that

0:08:49 Speaker: paper work for September 30th so we were supposed to have another SAA

0:08:54 Speaker: meeting today which

0:08:56 Speaker: had gotten canceled at 5pm and so that's kind of where we are sitting at the moment

0:09:03 Speaker: and

0:09:05 Speaker: then

0:09:06 Speaker: like

0:09:07 Speaker: brought in us more but we did

0:09:08 Speaker: the documentation

0:09:12 Speaker: that Mr. [name]

0:09:13 Speaker: was opposed to

0:09:13 Speaker: some law,

0:09:14 Speaker: which was a financial expression, that he finally did some law.

0:09:19 Speaker: He did finally some law. Yeah, he did.

0:09:21 Speaker: And how

0:09:22 Speaker: did you need to get the council copies of it?

0:09:25 Speaker: Because it's the exact

0:09:25 Speaker: same thing that you already have, that you provided to us from the USDA.

0:09:29 Speaker: That came from the integrated system.

0:09:32 Speaker: Remember the, how many sheets was that? Twenty -three. Twenty

0:09:35 Speaker: -three pages. Okay,

0:09:38 Speaker: it was the exact same thing.

0:09:49 Speaker: At the moment,

0:09:51 Speaker: until we have further communication with them, that's where we are. I'm wronging that something.

0:09:58 Speaker: If you don't, we'll go ahead and move on to either side.

0:10:05 City Attorney: The FOIA request did finally get responded to as administrator [name] just addressed they provided the exact same 23 pages in response to our FOIA request of April 3rd that we had received from [name] back in January. The one thing that I found interesting is that those 23 pages did not come forward into January of 2025, which Mr. [name], but [name] got from [name] party, did come into January of 2025. What also is interesting to me is those pages do not reflect anything up to through and including even April 3rd, which is the date of the request, which the FOIA request specifically asks for everything to date. So I'm not I'm not content with that. So far, no one on any aspect of the financial team has been able to determine from those pages what the city's actual debt is. No No one has been able to vet it, no one has been able to figure out why there are subtractions through that document that basically looks like payments were made and then subtracted back out. So there are a lot of questions that are centered on those pages, the more complete set of which appears to have come from Mr. [name] in

0:11:52 Speaker: January

0:11:52 Speaker: in

0:11:57 City Attorney: so far as communications with Mr. [name] he kept this morning he canceled our typical SAU meeting saying that he was involved with the state office and I have been able to determine that the state office that he was referring to is the USDA state office in Texas that he's apparently

0:12:21 Speaker: trying to go

0:12:22 Speaker: forward with the bond.

0:12:25 Speaker: I expect

0:12:26 Speaker: that he is hoping that the issues of ineligibility with council members will be resolved in time to be able to do the documents that are necessary to complete the closing by September 30th. So he is continuing to progress from from all indications. Bond Council received Mr. [name] spreadsheet, which again, we can't vet the actual debt. As it stands today, we don't know. We do believe that the city has been in New [name]. We do believe that there is an amount that the and we cannot determine by generally accepting accounting methods what those values are. So it's difficult for bond counsel who also is continuing to progress and has assured us that he will stay onboard with the city to either get this bond passed or to find out what the future holds for the city based on council members and eligibility. He's not going to, he's not going to jump shift. He's going to stay on board. We've also talked with the financial advisor in connection with the bond. And the financial advisor is also assuring us that he will stay on board with the city as this matter progresses. He even went so far as to make sure with the city secretary that the information on the county's computation compilation of the tax worksheet was is accurate and reflects appropriate figures and so he has he has taken that step.

0:14:40 City Attorney: I'm sorry, again?

0:14:44 Speaker: I'm not sure I was scheduled.

0:14:47 Speaker: Okay.

0:14:49 City Attorney: So the team remains in place. They're going to be hamstrung until and unless the ineligibility I believe that's all I have for today.

0:15:18 Speaker: And since we have only a minute,

0:15:20 Speaker: it says receive these things.

0:15:21 Speaker: It does not have anything for discussion on any of these.

0:15:24 Speaker: And I did ask our

0:15:26 Speaker: administrator

0:15:27 Speaker: to send us a

0:15:29 Speaker: meeting so that we can discuss everything on

0:15:32 Speaker: these papers.

0:15:35 Speaker: and the uh, as well as the, uh,

0:15:40 Speaker: the B and A. Right, which that's the kind of thing that is to do now. These, uh, approximately in all statements, um, the Mayor would ask for these.

0:15:52 Speaker: This, this is everything that was sent to the USDA.

0:16:00 Speaker: Right. Yes.

0:16:20 Speaker: We will have a meeting at a session on

0:16:24 Speaker: this in a later date because it's not on the agenda and do

0:16:28 Speaker: so,

0:16:30 Speaker: have received

0:16:31 Speaker: it, and you have got it, and you have to do it.

0:16:34 Speaker: So we're just getting

0:16:34 Speaker: this to look

0:16:35 Speaker: over, and then later on,

0:16:37 Speaker: we'll discuss these different answers.

0:16:39 Speaker: Also, we've received the previous, you know, financial,

0:16:44 Speaker: like

0:16:45 Speaker: all the stuff

0:16:45 Speaker: that you got from the USDA. We got the

0:16:49 Speaker: 2024, everything

0:16:50 Speaker: that was given to the community,

0:16:52 Speaker: unlimited, that was a

0:16:53 Speaker: colorful painting. We

0:16:53 Speaker: have

0:16:57 Speaker: all of that together for your discussion.

0:17:00 Speaker: Yes.

0:17:07 Speaker: No, I know. No, I've got two or

0:17:11 Speaker: three lines of the grant. I had a copy of it.

0:17:17 Speaker: Out here.

0:17:21 Speaker: No, it's not only a business, but we're not going

0:17:24 Speaker: to address it right now.

0:17:52 Speaker: I know school is back in gear and y 'all watch for all the more fellas after a and we have homecoming coming up in the wilderness. Some tumors, some children. And I can just look it up. It's September.

0:18:11 Speaker: [name]. It's April,

0:18:16 Speaker: April, we don't have a homecoming. Yeah,

0:18:22 City Attorney: I'm sure. [name] to this wall for the addition to the family.

0:18:27 Speaker: And one of our

0:18:29 Speaker: council members is a grandmother.

0:18:31 Speaker: So that's why she's not with us tonight. over that baby. Let's have an announcement.

0:18:48 Speaker: Okay?

0:18:50 Speaker: Just to add before Council started that

0:18:55 Speaker: provided some tax

0:18:56 Speaker: code information

0:18:57 Speaker: and a public statement and what's going to happen to the Secretary.

0:19:05 Speaker: It looks like I'm an announcement

0:19:06 Speaker: and that's just part of your abuse.

0:19:09 Speaker: Yes, please. No, no, no. Stop. Can I get a motion to adjourn?

0:19:18 Speaker: I'll be

0:19:19 Speaker: there. I'll be there in my pocket. During the weekend.

0:19:23 Speaker: Today.

0:19:25 Speaker: The home

0:19:25 Speaker: company

0:19:27 Speaker: is not until

0:19:28 Speaker: October now.

0:19:29 Speaker: [name] night.

0:19:33 Speaker: October 9. October 9. October 9. What's the

0:19:37 Speaker: 26th?

0:19:38 Speaker: I was just waiting for

0:19:39 Speaker: you to take it off. [name]. I have a motion to the joke. I'm going to second. I'll second. All those in favor? Aye. Any opposed? This meeting for Tuesday, August 19, 2025 is now adjourned at 6 .52 p .m. Thank you all very much for coming.
