Hawk Cove City Council Meeting 01/20/2026 Part 1 of 3
0:00:01 Speaker: We're late at 6 .45 p .m. Roll call. Make a minority. [name]. Here. [name]. [name] me now. And [name], who is not here due to health issues.
0:00:26 Council member: [name], you wanted
0:00:27 City Attorney: our prayer tonight?
0:00:32 Council member: [name], we come to you in prayer and we pray through. through wisdom and guidance and all that we did. We pray for those that are sick and pray for their healing. And we pray for those who have lost loved ones that you would be with them as well when they're healing as they go through. Thank you so much, Lord, for all that you do for us and your many blessings. In [name] name, amen. Amen.
0:00:56 Speaker: Amen, Lord Jesus. And I'll stand for the Pledge of Allegiance. I pledge allegiance to the flag of the United States of America and to the Republic for which
0:01:09 Council member: it stands, one
0:01:10 Speaker: nation, under God, indivisible, with liberty and justice for all.
Hawk Cove City Council Meeting 01/20/2026 Part 2 of 3
0:00:00 Speaker: have to read it. Let's, he sent it over to
0:00:03 Speaker: [name]. I just want it to be read. Okay,
0:00:06 Speaker: he's to walk any south, right?
0:00:08 Speaker: Yes, ma
0:00:09 Speaker: 'am.
0:00:10 Speaker: So it's to
0:00:11 Speaker: walk any or it's to walk any south? To walk any south.
0:00:14 Speaker: Yeah, this is to walk any south.
0:00:16 Speaker: The other one... Sir? [name],
0:00:17 Speaker: if he doesn't mind
0:00:18 Speaker: standing up. Oh, no, ma 'am.
0:00:20 Speaker: You want me to read this
0:00:21 Speaker: one first, or do you want to let him go ahead?
0:00:23 Speaker: That one's gonna take longer. You want to go ahead? Yeah, I can go ahead. That's fine. that way. All that's gonna do is probably reiterate what I'm gonna say. Okay. So [name], the precinct three commissioner had asked me to try to make the attendance for y 'all's meeting tonight just to reassure your public that if they dial 9 -1 -1 you're gonna get fire department response, you're gonna get ambulance response and then there's there's not gonna be any delay in that system at all. Okay. So that's all I was just trying to reassure everybody of that. Okay. Okay.
0:01:02 Speaker: I think [name] might have had more but
0:01:04 Speaker: he doesn't
0:01:06 Speaker: like public speaking.
0:01:08 Speaker: That's gonna cover it right there.
0:01:10 Speaker: Okay. So this is for [name]
0:01:13 Speaker: a bigger president. County Fire Association
0:01:17 Speaker: mayor and council.
0:01:19 Speaker: I write you as president of the County Fire Association.
0:01:22 Speaker: I have been told the administration of
0:01:25 Speaker: hot co continues to look to contract with a singular
0:01:29 Speaker: fire Department for Fire Protection and First Response EMS.
0:01:36 Speaker: I have served the fire service of Hunt County for 23 years. For the last 20 years, I have also served as a professional firefighter and EMT. [name], I served as a firefighter
0:01:47 Speaker: and EMT instructor.
0:01:50 Speaker: This experience gives me an informed perspective and insight on the fire protection in Hunt County. It does not serve
0:01:58 Speaker: the town of to contract with one
0:02:00 Speaker: department. Currently under Hunt County Fire Protection Agreement, I'm sorry, currently under the Hunt County Fire Protection Agreement, [name] Cove is covered by two fire departments, [name] and [name] South. [name] Cove sits geographically between these two stations and the city is split to assure the closest department response to any particular address in the city. Whether it is quickly accessible off of [name] to [name] Road [address], [name] Cove has provided this protection without cost to the city itself. [name] a singular department will leave a large portion of your population being served by a fire department that has a further
0:02:48 Speaker: response time and
0:02:50 Speaker: distance to them rather than the closest department. [name], it will burden the town with unnecessary cost by paying for a service but at this time costed nothing. The two fire departments closest to [name] Cove are [name] and [name] South fire departments
0:03:08 Speaker: splitting the town
0:03:09 Speaker: east and west for best response time. It is my professional recommendation the
0:03:15 Speaker: town continue with
0:03:17 Speaker: the current
0:03:17 Speaker: county fire protection plan in place as it best serves the citizens of [name] Cove and provides a notification
0:03:23 Speaker: burden to [name] cove thank
0:03:25 Speaker: you for your time and consideration on this matter respectfully ride a bigger president and county fire association.
0:03:34 Council member: I'm asking for a
0:03:35 Speaker: copy of this letter as any of the council will copy as well.
0:03:44 Speaker: You want a copy of this letter? No? No? Yes that's fine thank you. One yes one yes yes two yeses. So three
0:03:51 Speaker: three copies. Yes ma 'am please.
0:03:57 Speaker: That was all the public comments? Yes ma 'am. Old business, have none. New business. We received the [name]
0:04:10 Speaker: Public Works reports.
0:04:12 Speaker: Council has those.
0:04:16 Speaker: When it's for November, when it's for December.
0:04:20 Speaker: Right, not due to the missed meetings? Yes. Also I can
0:04:25 Speaker: go ahead and report on the [name] police station. [name] actually come out on your next
0:04:32 Speaker: meeting because that happened in
0:04:35 Speaker: the last couple of days. Apparently somebody called complaining that the lift station was not properly functioning.
0:04:42 Speaker: We checked it multiple times. Everything was pumped down. There was no problem. We received a call again about the same issue.
0:04:51 Speaker: So we sent quality septic out and they
0:04:54 Speaker: came back and didn't find any kind of problem with it.
0:04:57 Speaker: So we've contacted truck county plumbing to find out if it's going to be on the citizens side
0:05:05 Speaker: or some problem with the city line. I said that'll be included in your next month. I'm just telling you since it just happened a couple days ago.
0:05:19 Speaker: This council have any questions on the selection project report?
0:05:30 Speaker: Okay. There's the prior report and status report.
0:05:37 Speaker: Then
0:05:39 Speaker: I have a short thing on your
0:05:41 Speaker: status. The other is just going to be your numbers
0:05:45 Speaker: so thank you very much all we know on the status right
0:06:07 Public comment speaker: now
0:06:07 Speaker: is
0:06:09 Speaker: that the
0:06:10 Speaker: [name] Court recently voted
0:06:12 Speaker: to discontinue its contract with
0:06:17 Speaker: with the fire department in [name] citing that it was a business decision
0:06:22 Speaker: and citing a 90 day transitionary period. As of today we've
0:06:26 Speaker: seen we've received the city has received no communications
0:06:29 Speaker: from
0:06:31 Speaker: the county commissioner's office
0:06:32 Speaker: either before
0:06:34 Speaker: or after the vote on
0:06:36 Speaker: January
0:06:36 Speaker: 5th.
0:06:38 Speaker: We've not received any communication from [name] who's our precinct three commissioner with regards to any
0:06:46 Speaker: any of
0:06:47 Speaker: it.
0:06:49 Speaker: At this moment what we do
0:06:52 Speaker: know is that the agreement that we
0:06:53 Speaker: currently have with QEFD has not been broken and
0:07:00 Speaker: then
0:07:00 Speaker: I
0:07:01 Speaker: was going to tell you about what
0:07:02 Speaker: we what I'd seen on Facebook
0:07:04 Speaker: related
0:07:04 Speaker: to what was going to cover us
0:07:08 Speaker: while they were trying to get their plan together but I think we
0:07:11 Speaker: are The chief probably already
0:07:13 Speaker: covered that so
0:07:14 Speaker: I don't have to go into that and
0:07:18 Speaker: that's pretty much all I have related to that
0:07:28 Speaker: Any questions from council Okay, this is from [name] What's from [name]? This right here If you want to make a copy of that for the entire council, please. I didn't even finish reading it, I just saw what it was, and I knew everybody could have coffee.
0:08:09 City Attorney: Where did this go?
Hawk Cove City Council Meeting 01/20/2026 Part 3 of 3
0:00:00 Speaker: to the city secretary
0:00:01 Speaker: today
0:00:03 Speaker: okay he
0:00:04 Speaker: submitted
0:00:04 Speaker: it to the city
0:00:05 Speaker: secretary today
0:00:07 Speaker: no ma 'am he did
0:00:09 Speaker: not are
0:00:16 Speaker: you going to read it as a public comment that
0:00:21 Speaker: looks like he's addressed to
0:00:23 Speaker: you ma 'am
0:00:23 Speaker: yes
0:00:24 Speaker: right
0:00:25 Speaker: what I'm telling you says attention to city secretary it
0:00:28 Speaker: does not come here or I would have reported to
0:00:30 Speaker: you that I received
0:00:31 Speaker: it I have not received any such
0:00:32 Speaker: thing okay
0:00:33 Speaker: so
0:00:36 Speaker: do you want to do it under public comment
0:00:40 Speaker: okay I guess we can go back to public comment because this has to do with the volunteer fire department
0:00:46 Speaker: this
0:00:49 Speaker: says it's addressed to myself and the
0:00:53 Speaker: city secretary is supposed to have
0:00:55 Speaker: gotten a copy of it
0:00:55 Speaker: but then where
0:00:56 Speaker: did it come
0:00:57 Speaker: from
0:00:57 Speaker: [name] commissioners office okay
0:01:00 Speaker: who did [name] give it to
0:01:04 Speaker: original is this on
0:01:06 Speaker: an online
0:01:06 Speaker: how did it get here Yeah,
0:01:09 Speaker: how did you
0:01:10 Speaker: receive a copy of it
0:01:11 Speaker: people wanted a copy to me cuz they knew I was on
0:01:13 Speaker: count Oh
0:01:14 Speaker: before the
0:01:15 Speaker: copy to you,
0:01:15 Speaker: but
0:01:16 Speaker: your name is [name] there, right? Is it careful about what is our public records? It has to come to City Hall?
0:01:23 Speaker: Well, you're
0:01:24 Speaker: right as
0:01:24 Speaker: under authority as
0:01:25 Speaker: a council person is in this room and not outside
0:01:30 Speaker: You know what this
0:01:32 Speaker: basically this
0:01:33 Speaker: basically
0:01:34 Speaker: says the same thing it's what you just read me from the
0:01:36 Speaker: other job
0:01:37 Speaker: okay
0:01:37 Speaker: then i
0:01:38 Speaker: suggest
0:01:39 Speaker: we
0:01:39 Speaker: don't put that
0:01:41 Speaker: in the public record
0:01:41 Speaker: until
0:01:42 Speaker: it
0:01:45 Speaker: actually comes through roughly the proper channels
0:01:47 Speaker: okay
0:01:48 Speaker: yeah
0:01:49 Speaker: correct that you have
0:01:52 Speaker: it well yeah it
0:01:53 Speaker: needs to come to the city
0:01:54 Speaker: secretary
0:01:54 Speaker: like a copy from america i guess you
0:01:57 Speaker: have them okay
0:01:59 Speaker: okay
0:01:59 Speaker: you
0:02:00 Speaker: have it argue the point I'll get it.
0:02:02 Speaker: I was letting you
0:02:03 Speaker: have it or you couldn't have brought it.
0:02:06 Speaker: Okay. I think it's the rest of her. I guess she would need a copy since she's the mayor.
0:02:11 Speaker: I think it needs to come through proper channels.
0:02:15 Council member: Sure. I guess you can...
0:02:24 Speaker: Get a copy for everybody.
0:02:27 Speaker: But it
0:02:28 Speaker: needs... Yeah.
0:02:36 Speaker: But just to be clear, he did tell you
0:02:38 Speaker: he was sending it to the city secretary today. Yes, ma 'am. Okay. I just wanted to make that clear for the record. Well, that must be said to the Secretary.
0:02:46 Speaker: I can assure you that has not happened.
0:02:50 Speaker: [name], again, Mayor,
0:02:51 Speaker: it would have been reported
0:02:52 Speaker: to you if I
0:02:53 Speaker: had received it. Okay.
0:02:58 Speaker: So you're not gonna read it all up and stuff?
0:03:01 Speaker: No, I'm not gonna read it. That says no on the
0:03:03 Speaker: agenda
0:03:03 Speaker: and... Well, I don't know why we're talking about the fire issue when we know.
0:03:07 Speaker: But it says basically the same
0:03:09 Speaker: thing as
0:03:10 Speaker: what this gentleman wanted to
0:03:12 Speaker: say. Well, I've already passed it,
0:03:14 Speaker: Ms.
0:03:14 Speaker: [name], just because it can't be on the
0:03:16 Speaker: agenda at this particular
0:03:16 Speaker: time doesn't
0:03:17 Speaker: mean it can't be on a future
0:03:18 Speaker: agenda. We just need to make sure
0:03:21 Speaker: when information
0:03:21 Speaker: comes into City Hall that it comes to the proper channels
0:03:24 Speaker: and that
0:03:25 Speaker: the
0:03:26 Speaker: administration and the council is
0:03:29 Speaker: not blindsided
0:03:30 Speaker: by letters that just pop up from individual
0:03:32 Speaker: people. I know
0:03:33 Speaker: you want to address that with [name]. Maybe that would help with that communication.
0:03:38 Speaker: I think I'd be happy to do that.
0:03:40 Speaker: We're going
0:03:41 Speaker: to
0:03:47 Speaker: move on,
0:03:53 Speaker: our reports wasn't on, we received finance for July, August,
0:03:58 Speaker: September, 2025 as
0:04:00 Speaker: presented to the USDA.
0:04:02 Speaker: The council has those in their possession at this time.
0:04:14 Speaker: Our now public information so
0:04:18 Speaker: public can
0:04:19 Speaker: be aware of these as well.
0:04:35 Speaker: And you said the other ones for October, November, December.
0:04:39 Speaker: yeah they were all they weren't finished by a
0:04:41 Speaker: council
0:04:41 Speaker: time
0:04:43 Speaker: okay
0:04:44 Speaker: so
0:04:46 Speaker: they should be ready for the next meeting
0:04:47 Speaker: yes ma
0:04:48 Speaker: 'am for sure
0:04:48 Speaker: yes ma 'am I feel pretty confident okay
0:04:51 Speaker: do
0:04:54 Speaker: we
0:04:54 Speaker: have any questions at this time
0:04:59 Speaker: let's move on and receive from
0:05:02 Speaker: mayor USDA
0:05:03 Speaker: update
0:05:05 Speaker: report I have absolutely nothing
0:05:07 Speaker: because there has been zero
0:05:09 Speaker: meetings. I had had zero contact
0:05:11 Speaker: with USDA.
0:05:13 Speaker: So we're going to move on
0:05:14 Speaker: to E received from the city attorney or USDA and SAU update
0:05:19 Speaker: report. If you would be so kind as to stand up so we can hear you, please.
0:05:23 Speaker: I would prefer to sit if I may. I'm back. It's not happy. Oh, can you sit over here so we can sit over there if you prefer. Yes
0:05:32 Speaker: ma 'am. So we can hear you.
0:05:38 Speaker: Thank you very much.
0:05:44 City Attorney: When last I addressed the council which I think was in October there were some significant financial things that were happening between the city and SAU resulting from the USDA having a complete financial platform restructuring and I believe that's where I had left it with y 'all.
0:06:14 City Attorney: October SAU USDA were all on furlough as a result of the federal government shutdown and they didn't come back until I think we started hearing from them again in November when they off furlough. At that time we were informed, I was informed, and the city administrator was informed that the errors were theirs. They accepted that. They offered and were accept, that offer was accepted that their penalties and for the period starting in July through November would be waived very good stuff for the city considering that that loan accumulates it like about 65 a day
0:07:18 City Attorney: and they miss [name] is the person with whom I've been communicating she She indicated that she wanted the city to continue with the 2013 Workout Agreement payments. To my knowledge, that has been in full compliance. There's another balloon payment coming in February.
0:07:44 City Attorney: All of the payments that the city has made have been accounted for according to what she has listed in her email with me. However, you may recall that starting over a year ago now, I had been specifically asking the USDA to give the city a full accounting, a full workup with the running balance and any fees and interest or anything else showing line by line and we did get something however the material that they supplied for the years 2021 2022 and 2023 is that right a balance that is like $400 ,000 less on one month, and it pops back up on the next month. And they're showing interest paid that doesn't track between the three months. And so city administrator and I have referred that to, thank you the city administrator and I have referred that to the finance team to see if they can figure it out just what has happened but it looks like is kind of like the 2020 election when certain numbers disappeared from one candidate and appeared before another candidate it's sort of the same thing that I'm seeing is the numbers have disappeared for a month and then they come back the next month.
0:09:48 Speaker: Can I interject real quick?
0:09:50 Speaker: Once once they
0:09:51 Speaker: reviewed that
0:09:52 Speaker: documentation that will be presented
0:09:54 Speaker: to the council in
0:09:56 Speaker: the same fashion that we
0:09:57 Speaker: perceived it from them. Okay.
0:10:01 Speaker: But I noted that right away. I noted a number of other discrepancies in which the USDA basically reversed monthly $1 ,800 payments and then added 1800 and subtracted 1800. It is not a clean clear accounting that would in any case meet generally accepted accounting principles. So I wanted to let you know that. The good news is they presently have told the city to continue to make the monthly payment and to continue to make the two balloon payments. So I'm thinking hopefully that with the interest and penalties dropped from basically August through December that that's going to help the city out a fair bit. Certainly not going to meet what we were hoping for in getting a new bond up but it will help.
0:11:08 Speaker: I'm sorry I interrupt you. Can you tell
0:11:11 Speaker: me what that
0:11:12 Speaker: was called? Is it just this is the financial
0:11:15 Speaker: information
0:11:16 Speaker: that you began requesting back in a year
0:11:19 Speaker: over a year ago? Okay I
0:11:22 Speaker: am familiar with that. I
0:11:23 Speaker: asked [name] for it. We all know that he's working with SAU. I asked him for it. He shuffled it off to [name]. [name] provided us, and you all have seen that one, the the printout that looks like it came off of an ancient, and they told us it was an ancient accounting program, but it looks like it came off with a little hole punch thing that prints back and forth and enrolls by the hole punches on the sides of the page.
0:11:55 City Attorney: Right, it's very wide, so that has been all this time trying to get it and it is completely insufficient. Once finance team gets gets through an analysis of it and that's going to take time this is like it was 23 pages when we got the first inefficient product so this is longer set
0:12:30 Speaker: up slightly differently yes
0:12:33 Speaker: it's still insufficient it's still insufficient
0:12:35 Speaker: we
0:12:36 Speaker: know that
0:12:37 Speaker: it
0:12:38 Speaker: doesn't
0:12:39 Speaker: look
0:12:39 Speaker: right but like I said to counsel
0:12:41 Speaker: after they
0:12:42 Speaker: get through reviewing it we that should be on your next
0:12:45 Speaker: agenda.
0:12:46 Speaker: We're hoping that
0:12:48 Speaker: you
0:12:48 Speaker: should receive
0:12:49 Speaker: that because please remember that the financial team not only is going to try to decipher this very peculiar series of pages but also still is trying to get the new accounting platform to work properly for the city's needs and that's been an ongoing struggle. It's been a tremendous fight. I believe and I can't promise of course I don't have the future. God didn't give me that but I believe that within the next two council meetings council should have audits and I don't know how many I don't know what years specifically I know that I have looked at information supplied as a worksheet so it's it's not a public record, it's just an ongoing draft worksheet that may supply the audit. But the USDA, I was floored. I was really, I was very dismayed.
0:13:56 Speaker: Did
0:13:56 Speaker: you explain to them, because I was out of the room for a minute, did you explain to them everything about the FAD agreement?
0:14:03 City Attorney: Well, we were talking about the FAD agreement back in October. Now And what had happened was the [name] Agreement, which is, it's a payment by automatic withdrawal, okay, automatic draft, PAD. So what had happened was when they did their accounting platform change, they dropped the [name] Agreement and they were not doing their monthly $1 ,800 withdrawals. City Secretary caught it and she caught it right after they didn't do it so basically 30 days later. She caught it and we went to Ms. [name] and explained the situation to her.
0:14:50 Speaker: I think the
0:14:51 Speaker: mayor was in that
0:14:51 City Attorney: meeting. I believe so but the other council members were not. So we spoke with Ms. [name] and tried to start figuring out what happened. What happened was they changed their platform and it got dropped from the process. So then they wanted that the USDA unilaterally all by itself without telling anybody anything decided that they were going to pull what ended up being three monthly payments out through the pad. the bank caught it because the bank has a specific contract that they're required to follow and when it was over the 1800 the bank was like we're refusing the payment altogether so not refusing the ongoing monthly but refusing that balloon so they refused it we found out what had happened we got we started getting things straightened out and then furlough hit. Federal government shut down. So they were unreachable and I think that's where I left it with y 'all the last time was I'll let you know when we can communicate with them again. Okay so they came back from from being shut down and And we arranged with the bank and them to City Secretary while they were on furlough. She wrote them a check for the amount that was outstanding for the three months, or yeah, the 1800 for three months, plus the August balloon payment, okay? She sent that to them. They were on furlough. So, it didn't get processed, it was just, yeah, so we finally got all of that straightened out to the point that Ms. [name] said, okay, for December, you guys have already paid December. She's telling us this in November. You guys have already paid for December because we pulled the money for one of those months. so you were
0:17:07 Speaker: because they were on fire
0:17:08 Speaker: log we didn't
0:17:09 Speaker: want to miss
0:17:09 Speaker: yeah
0:17:10 Speaker: you know
0:17:11 Speaker: we weren't
0:17:12 Speaker: the city was trying real hard to show good faith and cooperation and they weren't there to do it so the end result was that by November 15th the city had paid also December so mr. will said okay we're gonna put a hold on your add withdrawal so that until January until January so that when things come back online then you're going to be making your regular payment in January and February you make your regular payment plus your balloon and so that has now apparently hopefully then all straightened out but just trying to make sure that city council knows that nobody did anything wrong in this city it was all a result of USDA changing their accounting platform which was the accounting platform that generated the garbage the stuff that the document that mr. [name] sent to me that is indecipherable so that's the accounting program that did that. It's a little bit more information in my mind it's not sufficient and I don't think anybody who is able to even look at numbers will be able to figure out just what they've done except that they dropped a bunch off of the principal for one month and added it back in the next month. They added a bunch of interest in one month and took it all away again the next So finance team is working on that and that's going to take some time because it's just to be able to figure it out. Once the finance team has figured it out, city administrator and I will be communicating with Ms. [name] to point out the problems that yet again that finance program change appears to have caused. I don't know if you have any questions. I'm not sure I can answer them, but I'm certainly willing to try Okay, so we're basically we're back on track We just don't know we cannot vet the document. We can't compare it with what the city records show
0:19:48 Speaker: But we're
0:19:49 Speaker: still on heavy return to work
0:19:50 Speaker: things out with them.
0:19:52 Speaker: Nothing has happened. Now, the last we heard about that was that Mr. [name] said, we're going to send you a demand letter, and we're going to refer you to the Department of Justice for not having this paid. I think you may have missed that. You may have had to miss that. That was like November. That was October. That was in October. now the city has not received any such communication okay miss [name] who apparently is mr. [name] supervisor she's like regional or something so I mean she's definitely she's definitely has greater she's higher up the ladder than he is what was that I
0:20:37 Speaker: shouldn't do we even know if he's still employed
0:20:39 Speaker: he is still getting copies of the email.
0:20:42 Speaker: As far as we know he's still there.
0:20:44 Speaker: As the city sent the USDA copies of all the
0:20:49 Speaker: receipts that we actually have,
0:20:51 Speaker: all the records that we have
0:20:52 Speaker: on the payments, just out
0:20:54 Speaker: of curiosity.
0:20:55 Speaker: That will be the next step in [name]. The first thing is try to figure out their document. Okay, the next step is to pull records and compare.
0:21:10 Speaker: Okay.
0:21:12 Speaker: Yeah, I know that we were first, you know, first
0:21:16 Speaker: meeting with
0:21:17 Speaker: them,
0:21:17 Speaker: like I'll say first
0:21:19 Speaker: within the
0:21:19 Speaker: first year,
0:21:23 Speaker: we supply them with
0:21:25 Speaker: everything. I mean it was
0:21:27 Speaker: list and list and list and list
0:21:29 Speaker: of information.
0:21:30 Speaker: Every couple of weeks there was another request and it with a deadline
0:21:34 Speaker: right so
0:21:36 Speaker: and we
0:21:37 Speaker: that's the one thing
0:21:38 Speaker: we have done
0:21:39 Speaker: we've stayed on
0:21:39 Speaker: track with
0:21:40 Speaker: whatever they asked I think we
0:21:42 Speaker: missed one
0:21:42 Speaker: of the deadlines
0:21:43 Speaker: because there was
0:21:44 Speaker: like
0:21:45 Speaker: electronics it was like
0:21:47 Speaker: crashing
0:21:49 Speaker: not not just here but
0:21:51 Speaker: like all over the place
0:21:52 Speaker: so
0:21:53 Speaker: they
0:21:56 Speaker: did eventually get that two just
0:21:58 Speaker: slightly
0:21:59 Speaker: delayed from
0:22:00 Speaker: yeah they wanted it by I think it was May 15th or May 31st something like that yeah mr. [name] likes to impose deadlines but mr. [name] as I say she appears to be higher up the administrative ladder than he and she has I have email it's in writing continue with your pad agreement and your annual your semi -annuals
0:22:27 Speaker: right so next month we're set
0:22:29 Speaker: for
0:22:29 Speaker: one of the
0:22:30 Speaker: balloon payments isn't
0:22:32 Speaker: that right
0:22:33 Speaker: August and February
0:22:34 Speaker: 24 thousand twenty
0:22:35 Speaker: four hundred
0:22:36 Speaker: and twenty
0:22:37 Speaker: dollars
0:22:37 Speaker: so
0:22:40 Speaker: then
0:22:42 Speaker: of course we'll report to council when that's
0:22:44 Speaker: done
0:22:44 Speaker: I'm sure
0:22:45 Speaker: the only thing I have to
0:22:47 Speaker: add to that is Ms.
0:22:49 Speaker: [name] had
0:22:49 Speaker: told us
0:22:50 Speaker: months
0:22:51 Speaker: back,
0:22:53 Speaker: after the
0:22:54 Speaker: fur log had ended,
0:22:55 Speaker: that Mr. [name] would
0:22:57 Speaker: be in touch with us if he intended to reschedule
0:23:00 Speaker: their
0:23:01 Speaker: meetings. As
0:23:02 Speaker: of this date,
0:23:03 Speaker: we had not heard anything from him, anything about that.
0:23:07 Speaker: So in the meantime, we're still doing our reporting to them that we're supposed to do, making our payments to them. They haven't asked any additional information outside of
0:23:17 Speaker: what we, you know,
0:23:19 Speaker: just stay on track doing.
0:23:21 City Attorney: So the city is in good faith compliance. Okay, once we are, once Finance Team is able to try to decipher those documents, it will take. Now, I wanna advise the city, the bank has said that for the city to acquire all the past records showing those payments is gonna cost the city what was it like a lot yeah it was a lot of money
0:23:51 Speaker: okay
0:23:54 Speaker: yeah
0:23:55 Speaker: yeah I misspoke so
0:23:59 Speaker: I'm sure that
0:23:59 Speaker: they could
0:24:00 Speaker: pull them
0:24:01 Speaker: all archives
0:24:02 Speaker: because I guess we're talking about back
0:24:04 Speaker: from
0:24:04 Speaker: 2007 when the city started
0:24:07 Speaker: paying
0:24:07 Speaker: that's what we would like to get okay so it's gonna be it would be a substantial amount. The better endeavor but it will also be expensive for the city is for city personnel to dig into the city's records and see what we can come up with to compare and bank statements the city gets printed bank statements so see if we can compare but again we're going back 20 years so There's
0:24:42 Speaker: a lot of things that we don't know
0:24:44 Speaker: if the records don't exist that they're
0:24:47 Speaker: long gone before
0:24:48 Speaker: There are no
0:24:49 Speaker: where there
0:24:50 Speaker: are a lot of city original records that have disappeared prior prior to this city administrator and prior to this city secretary, they're just
0:25:04 Speaker: finding a lot of records that went back in the back to got destroyed by storage, let's just put it that way, by storage.
0:25:12 City Attorney: Right, so we don't know what we're going to be able to find but that vetting will take months. Because people have the regular stuff to do for the city as well and it's a three -day work week.
0:25:27 Speaker: We need
0:25:28 Speaker: to figure out which way it would be more economical for the city to actually
0:25:35 Speaker: pay the 2000 for the bank to do it.
0:25:37 Speaker: Well, I misspoke, but it's not going to be 2000.
0:25:39 Speaker: She should check
0:25:40 Speaker: that number again, because I don't think that was correct.
0:25:43 Speaker: Yeah, I think I had two numbers from that same period of time. One was like 6 ,800, and the
0:25:48 Speaker: other was. [name] check again, so we'll actually know next time. I wasn't prepared to even, I hadn't
0:25:54 Speaker: even thought about that.
0:25:55 Speaker: I gasped when I saw
0:25:57 Speaker: it.
0:25:58 Speaker: Until she mentioned
0:25:59 Speaker: it. Well, I
0:26:00 Speaker: know, for two years, they can go back to that and get that for two years.
0:26:03 Speaker: Right, but how long is it required to maintain directions?
0:26:08 Speaker: We're close to 20 years.
0:26:12 City Attorney: So those are issues that are still in the wings that we're going to try to work out as economically and as expediently. One apparently doesn't balance well with the other, so you've got two sides of the balance scale there.
0:26:27 Speaker: Yeah, we
0:26:28 Speaker: can also check again
0:26:29 Speaker: to
0:26:30 Speaker: find out if
0:26:31 Speaker: there's anything else that we didn't get
0:26:41 City Attorney: But I'm I'm not forecasting this to be really Under wing and and resolved. I don't I don't really think that's gonna happen for four to six months on the easy side just because there's so much. It easily could be.
0:27:03 Speaker: Well, like she said, the good news is we
0:27:04 Speaker: haven't
0:27:05 Speaker: received any
0:27:07 Speaker: letters or anything.
0:27:10 Speaker: I know it's
0:27:12 Speaker: a lot,
0:27:13 Speaker: but these
0:27:14 Speaker: are easy access
0:27:15 Speaker: and then deal with what we don't have.
0:27:18 Speaker: Potentially. potentially yeah so we're not letting it go we are not gonna let it
0:27:26 Speaker: go because we need to have the answers especially hoping
0:27:29 Speaker: that they don't just you know
0:27:31 Speaker: shut that window
0:27:32 Speaker: and
0:27:33 Speaker: that the city would
0:27:34 Speaker: have an opportunity to
0:27:35 Speaker: go
0:27:36 Speaker: back to the table again using there's no promise of that here's another thing that I saw in the records that we were supplied by through mr. [name] and more recently by Miss [name] and I've seen it in both sets of records. There's a payment due date. There's a payment posting date. Yes. Okay. And I think USDA accumulates interest until it posts regardless of when they receive it.
0:28:06 Speaker: Right.
0:28:07 Speaker: I didn't hear you mention
0:28:08 Speaker: that. That
0:28:10 Speaker: little fact right there where she was just talking about.
0:28:14 Speaker: You've mentioned that
0:28:15 Speaker: Miss [name]
0:28:18 Speaker: you're
0:28:19 Speaker: gonna have to remind me because I've slept since
0:28:20 Speaker: then that Miss
0:28:21 Speaker: [name]
0:28:22 Speaker: was asking
0:28:23 Speaker: about some other office
0:28:24 Speaker: that
0:28:26 Speaker: that we would
0:28:27 Speaker: have sent those payments to and we're like oh yeah
0:28:29 Speaker: always
0:28:30 Speaker: from as far as I know day one everything
0:28:34 Speaker: has gone to that [name]
0:28:35 Speaker: office so
0:28:35 Speaker: we followed suit
0:28:36 Speaker: didn't know there was any other
0:28:38 Speaker: office and they
0:28:40 Speaker: They routed the city's payments to the St. [name] office, which, that's delay, that's interest. That's a huge delay.
0:28:48 Speaker: What was the length of
0:28:50 Speaker: time she said it would take it to get there? Oh, months.
0:28:54 City Attorney: Yeah. Months. Yes. To get there and be processed. [name]. [name], interest accumulates. That doesn't seem right to
0:29:02 Speaker: me. No. Now,
0:29:03 Speaker: one thing she did do is she went ahead and
0:29:05 Speaker: processed
0:29:06 Speaker: everything and agreed to waive any interest,
0:29:08 Speaker: because it was 100 % their fault and
0:29:10 Speaker: they're they're conceding that it was so
0:29:13 Speaker: they did not
0:29:14 Speaker: charge us that but
0:29:15 Speaker: the problem is still the same
0:29:17 Speaker: just in the records that we know
0:29:18 Speaker: of
0:29:19 Speaker: but if
0:29:20 Speaker: we're making a payment on
0:29:22 Speaker: this day
0:29:22 Speaker: and it's not being processed until the following
0:29:26 Speaker: month
0:29:26 Speaker: or two months down the
0:29:28 Speaker: line which we did see in the previous records that
0:29:31 Speaker: you guys were
0:29:31 Speaker: provided that
0:29:33 Speaker: they were
0:29:33 Speaker: charging those penalties and
0:29:35 Speaker: interest is what we believe has been happening
0:29:37 Speaker: and
0:29:39 Speaker: that
0:29:39 Speaker: that's definitely not just
0:29:41 Speaker: now I want to share one more moment back with counsel and I this happens in my practice occasionally but if I need to send something outside the local [name] area let's say I need to send it to [name] or to [name] okay it has to go into [name] to the distribution that USPS distribution center in [name] okay I had a signed greenie a certified receipt that my client sent to me in the first part of April that I did not receive until mid June okay so that's another potential problem with these issues is okay so if they've got to send it from [name] to st. [name] just just the mail time if it goes through the compelled distribution center chances are good that it's gonna be months before it ever gets to st. [name]
0:30:50 Speaker: all right and
0:30:51 Speaker: I've never
0:30:52 Speaker: heard of that before like I said everything that's ever
0:30:54 Speaker: happened as
0:30:57 Speaker: soon
0:30:58 Speaker: as it's sent it should be counted from the same time it's in like
0:31:04 Speaker: the 1800 a month
0:31:06 Speaker: is that should be
0:31:08 Speaker: what should
0:31:08 Speaker: be the problem
0:31:09 Speaker: the problem is they're they're
0:31:11 Speaker: using the pad agreement
0:31:13 Speaker: and drawing it out
0:31:14 Speaker: but they're not
0:31:15 Speaker: processing it at
0:31:17 Speaker: that same
0:31:17 Speaker: time that now
0:31:18 Speaker: that could change
0:31:19 Speaker: in between the daily, okay, and city administration has taken things directly by hand to [name], okay, and gotten a signed receipt that they left that check or whatever with them on that day, okay. It still is a process.
0:31:41 Speaker: Right, because when we paid
0:31:42 Speaker: those other payments before,
0:31:44 Speaker: you know, with the PAD agreement, because they had not drawn it out and we wanted to make sure that we were on track so
0:31:54 Speaker: we
0:31:55 Speaker: sent it like we were supposed to it went to the [name]
0:31:58 Speaker: office and it sat there until
0:32:01 Speaker: she contacted us which
0:32:03 Speaker: is why you know we wanted to make
0:32:05 Speaker: sure look
0:32:05 Speaker: here it is here's the record we
0:32:07 Speaker: sent it on
0:32:08 Speaker: this day it was still sitting in the
0:32:11 Speaker: [name] office
0:32:11 Speaker: and she had to
0:32:12 Speaker: verify its received because she was saying well
0:32:15 Speaker: where where did you send
0:32:17 Speaker: it we sent it where we always send it we
0:32:19 Speaker: sent it to the [name]
0:32:20 Speaker: office well
0:32:20 Speaker: they're not on they've been out on furlough it went to st. [name]
0:32:23 Speaker: from
0:32:26 Speaker: the [name] office after
0:32:31 Speaker: yeah it doesn't
0:32:32 Speaker: sound right at
0:32:33 Speaker: all
0:32:33 Speaker: we're
0:32:35 Speaker: just
0:32:35 Speaker: so we will continue to look for methods by which we can cut that processing time. Other avenues. In other words, let's say for example, if it, five bucks a shot certified mail, okay, for an envelope or priority overnight is, I think it's 30 now.
0:33:00 City Attorney: That runs into some cost, but I think the city was paying more in interest while we're waiting for the mail to process and then they have them to process it so it might potentially be an advantage to the city to go ahead and send those and then get the greeny back when it comes through [name] distribution. Get the get the greeny back, assign greeny that says this is the day it was received on, compare it with what should be the ongoing ledger now with their new accounting system, accounting platform, and say, no, that's not right. You received it on this day. That's the day we need to have the interest
0:33:47 Speaker: off. Right. Does the council remember what the number is that the
0:33:51 Speaker: City of [name] Cove is paid
0:33:53 Speaker: and interest per day because of this
0:34:07 Speaker: I think I had said it was about 65 but I'm not sure I
0:34:11 Speaker: thought it was a hundred
0:34:11 Speaker: I want to say it's a hundred and
0:34:13 Speaker: sixty
0:34:14 Speaker: two fifty a
0:34:15 Speaker: day or
0:34:15 Speaker: you may be more accurate that does
0:34:18 Speaker: yeah
0:34:19 Speaker: well we've said it
0:34:26 Speaker: before and mr. [name] has
0:34:28 Speaker: said it
0:34:29 Speaker: a multitude of times reminding us and
0:34:32 Speaker: I believe it's 162
0:34:33 Speaker: 50 I think you're
0:34:36 Speaker: right
0:34:47 City Attorney: disagree which is the interest they want to roll into a new bond well we
0:34:55 Speaker: don't
0:34:56 Speaker: really know we
0:34:57 City Attorney: need all the facts what I would like to see is and maybe miss [name] will be more cooperative with the issue okay certainly mr. [name] has not been but what I would like to see is USDA we know that you have delayed processing whether it's intentional or not it's still been delayed and we're stuck with the interest at $165 a day. We want you to forgive the back interest and just let us go at this. Right
0:35:31 Speaker: what was the
0:35:31 Speaker: document called
0:35:32 Speaker: that they requested
0:35:33 Speaker: from
0:35:33 Speaker: us?
0:35:35 Speaker: That's the thing they can't even prove any of that. They can't even give us actual findings. Do
0:35:41 Speaker: you remember
0:35:41 Speaker: what
0:35:41 Speaker: the document was that they requested that we do it was a special
0:35:47 Speaker: servicing Oh,
0:35:48 Speaker: yeah, a special service special servicing request and that was in there. Y 'all got copies. Yes.
0:35:54 Speaker: I've got copies of it
0:35:56 Speaker: To this day.
0:35:57 Speaker: They have never acknowledged
0:35:59 Speaker: even
0:35:59 Speaker: receiving it
0:36:00 Speaker: No reason and that was
0:36:02 Speaker: the document where we were asking
0:36:05 Speaker: You know
0:36:05 Speaker: to give the interest to give us right
0:36:08 Speaker: It
0:36:09 Speaker: was a special servicing request
0:36:11 Speaker: and
0:36:13 Speaker: I worked really hard to put that thing together
0:36:16 Speaker: with
0:36:17 Speaker: some help some
0:36:18 Speaker: from the financial
0:36:19 Speaker: team that mostly having the skeleton for
0:36:22 Speaker: everything it
0:36:23 Speaker: wasn't
0:36:25 Speaker: easy.
0:36:25 Speaker: We turned
0:36:26 Speaker: it
0:36:26 Speaker: in.
0:36:29 Speaker: We spent two weeks working on that service.
0:36:31 Speaker: I know and they've never
0:36:32 Speaker: acknowledged receiving it to this day. so that that's a question that we have
0:36:37 Speaker: we
0:36:38 Speaker: have a lot
0:36:38 Speaker: of questions so we don't
0:36:40 Speaker: know when
0:36:41 Speaker: or
0:36:42 Speaker: if
0:36:43 Speaker: they're willing to come back to
0:36:44 Speaker: the table with us we're
0:36:46 Speaker: going to continue
0:36:46 Speaker: just
0:36:48 Speaker: as if they are because we're we need
0:36:50 Speaker: to be on track
0:36:51 Speaker: making those payments sending
0:36:53 Speaker: them the
0:36:53 Speaker: information at the current time we're still
0:36:55 Speaker: operating under the 2013 work
0:36:58 Speaker: out agreement they've never
0:36:59 Speaker: changed anything from that point.
0:37:03 Speaker: Now he said it's
0:37:04 Speaker: expired
0:37:05 Speaker: but
0:37:05 Speaker: if
0:37:06 Speaker: they're still accepting it and
0:37:07 Speaker: we've worked off of it for at least the last two and a half years then it's still in effect or
0:37:12 Speaker: they wouldn't be so bothered.
0:37:14 Speaker: That's another issue.
0:37:15 Speaker: Where they're going to come
0:37:15 Speaker: up with a number of what we owe
0:37:17 Speaker: if they don't know what we owe.
0:37:18 Speaker: Well that's another issue. They're saying that the 2013 Workout Agreement has expired. there is no language in that agreement of an expiration date they're saying it is their policy that they expire city has had no notice of that policy prior to during or since
0:37:46 Speaker: right if you
0:37:47 Speaker: all remember we
0:37:48 Speaker: had we didn't even know and miss [name]
0:37:51 Speaker: could attest to this we were at the table with the USDA back in
0:37:54 Speaker: 2019
0:37:55 Speaker: nobody
0:37:56 Speaker: ever made mention of a 2013 workout
0:37:59 Speaker: agreement
0:37:59 Speaker: we did
0:38:00 Speaker: not know it
0:38:01 Speaker: until
0:38:01 Speaker: February last years of 2024 yeah 24 you're right
0:38:07 Speaker: yeah 2024 when
0:38:08 Speaker: they first
0:38:09 Speaker: said they want to
0:38:11 Speaker: come you know the
0:38:12 Speaker: 2013
0:38:14 Speaker: workout agreement we failed to payment that we've ever made is going to their, we're not getting credit
0:38:31 Speaker: for any of that. So if you're looking at 2013,
0:38:34 Speaker: the first thing any
0:38:35 Speaker: of us knew
0:38:36 Speaker: about
0:38:37 Speaker: getting to the table with
0:38:38 Speaker: them was when we
0:38:39 Speaker: ever would get to the
0:38:39 Speaker: table in 2019,
0:38:41 Speaker: then it
0:38:42 Speaker: didn't happen again until
0:38:43 Speaker: 2024. What I'm saying is between 2019 and 2024,
0:38:48 Speaker: nobody knew that there was
0:38:50 Speaker: in existence
0:38:51 Speaker: a 2013 work out agreement until Mr. [name] told us in one of the special assets unit meetings And
0:38:57 Speaker: we were all dumped
0:38:58 Speaker: at it, and he said no
0:39:00 Speaker: worries I'll send you a copy of it,
0:39:01 Speaker: and he did another issue the pad agreement is an auto withdrawal an auto draft Okay payment auto draft pad It's set it's set to go on the 15th of each month They still aren't processing those on the 15th of the month But
0:39:20 Speaker: they're pulling them
0:39:21 Speaker: out and that they're not processing them
0:39:23 Speaker: and that doesn't
0:39:23 Speaker: make any sense
0:39:24 Speaker: at all and the city gets hit with the interest.
0:39:27 Speaker: That's one of the
0:39:28 Speaker: challenges
0:39:29 Speaker: that
0:39:30 Speaker: we
0:39:31 Speaker: need to see
0:39:33 Speaker: if they can work those things out with
0:39:34 Speaker: us. Like I
0:39:35 Speaker: said, that's
0:39:36 Speaker: even if
0:39:36 Speaker: they're even willing to come back and talk to us
0:39:39 Speaker: again. We
0:39:39 Speaker: don't know the answer. We
0:39:41 Speaker: have to be real to know that every payment we ever give them is going nowhere, except into the government. It's not we're getting we're not getting credit for anything. We paid in because we've continued to be in default over 10 years. Yes, so They're not gonna every penny. We give them is going straight to the government. We're not getting credit for any of that
0:40:10 City Attorney: So Oh god don't go there. So so these are some of the issues and we we continually try to you know remember them keep them you know we've got a list of these issues they're in the special.
0:40:29 Speaker: I said
0:40:31 Speaker: you know.
0:40:32 Speaker: No this the the letter it was of
0:40:37 Speaker: the special servicing request. Okay, remember I told
0:40:42 Speaker: y 'all when
0:40:43 Speaker: I gave you
0:40:44 Speaker: that, when I passed
0:40:45 Speaker: that out to the council, hang on to that special
0:40:48 Speaker: servicing request.
0:40:49 Speaker: It's going to come up again.
0:40:52 Speaker: I definitely think that the city
0:40:53 Speaker: of [name] Cove should ask,
0:40:57 Speaker: you know, what is the status?
0:41:01 Speaker: Have you guys read
0:41:02 Speaker: it? Did you receive it?
0:41:04 Speaker: I know they received it. I know for a fact they received
0:41:06 Speaker: it and
0:41:07 Speaker: I know we did it.
0:41:10 Speaker: Well,
0:41:10 Speaker: I never got, I mean, I didn't get
0:41:12 Speaker: a copy of it.
0:41:13 Speaker: Yes, ma 'am, you did.
0:41:14 Speaker: Everybody did.
0:41:14 Speaker: Yeah, we all did.
0:41:15 Speaker: We got a copy of it.
0:41:15 Speaker: You did. We got a copy of the service center and class.
0:41:18 Speaker: That's all right. Was it in a council session?
0:41:20 Speaker: Yes, yes.
0:41:21 Speaker: Was it in a council session? It was in fact.
0:41:23 Speaker: Actually, it would have been June, probably the council session of the end of June 2025.
0:41:32 Speaker: Well, I knew it was talked about, but
0:41:34 Speaker: I don't have that. Yeah, no, you have it.
0:41:38 Speaker: So everybody has
0:41:39 Speaker: it. We're trying to keep you all informed and advised.
0:41:43 Speaker: But move back,
0:41:45 Speaker: you might want to
0:41:46 Speaker: reinforce yourself
0:41:47 Speaker: and find it because
0:41:48 Speaker: at some point,
0:41:49 Speaker: we need to address it
0:41:50 Speaker: with the
0:41:51 Speaker: USDA
0:41:52 Speaker: and the special
0:41:53 Speaker: assets. And I think everybody on the council got a copy of what [name] sent out for what they wanted to reamortize, to refund. Everybody got a copy of that. It's proposal. You know,
0:42:10 Speaker: that's... Yeah, and at the moment
0:42:12 Speaker: you have the only, you have everything
0:42:14 Speaker: that we
0:42:15 Speaker: have
0:42:16 Speaker: except the newest thing
0:42:17 Speaker: that came out that's getting, that
0:42:19 Speaker: they're going through right now trying to make some sense of it,
0:42:22 Speaker: but
0:42:22 Speaker: at the next council session you will have that. That's going to be what we've been waiting for since
0:42:27 Speaker: April
0:42:28 Speaker: yeah
0:42:29 Speaker: there's
0:42:29 Speaker: yeah
0:42:30 Speaker: no reason not to give it to the council.
0:42:33 Speaker: No I don't have any reason not to give it to the council except it's disturbingly complex and confusing and inaccurate
0:42:40 Speaker: all
0:42:42 Speaker: right
0:42:45 Speaker: I think that's it
0:42:47 Speaker: It's counseling of any further questions this time
0:42:50 Speaker: move on to
0:42:53 Speaker: item F
0:42:56 Speaker: This is to report acknowledge the automatic vacancy of City Council place [name] to Texas
0:43:06 Speaker: Thank
0:43:07 Speaker: you,
0:43:08 Speaker: please take over
0:43:11 Speaker: [name] to Texas selection baby. Thank you sir. [name].
0:43:14 Speaker: I thought I
0:43:15 Speaker: reporting nods on vacancy and City Council plays for percentage of Texas election code section 201 .022 following the passing of councilmember [name] on December 12, 2025.
0:43:37 Speaker: Sorry y 'all.
0:43:39 Speaker: You're alright.
0:43:40 Speaker: It's gonna be okay. It's gonna be okay.
0:43:44 Speaker: So I think everyone is aware of this passing. I think we all agree with that. I think the administration is all aware of that.
0:43:56 Council member: And we know that we're now into a new election term,
0:44:02 Council member: 4 -26, and his spot was... It will be vacant. It will be available for next 1 -26 election.
0:44:13 Speaker: Yes ma 'am. May I clarify for a minute?
0:44:17 Speaker: The only reason that
0:44:18 Speaker: I put it on the agenda, because
0:44:21 Speaker: the council, yeah, it has to be announced. the council has to acknowledge it because as per
0:44:27 Speaker: the election code
0:44:28 Speaker: on the day of his passing the seat the state already vacated the seat so
0:44:33 Speaker: that's why the council
0:44:34 Speaker: doesn't have to do
0:44:34 Speaker: anything other than acknowledge
0:44:36 Speaker: it. I apologize mayors I know that very much upset you. That's why that had to be there. heart,
0:44:44 Speaker: but we also have to acknowledge that in this morning due process of what we
0:44:51 Speaker: did, so.
0:44:52 Speaker: It's an unfortunate part of the process.
0:44:55 Speaker: I didn't see this open for at this point, but we don't
0:44:58 Speaker: know. We'll
0:44:59 Speaker: continue council
0:45:00 Speaker: executive session. We have no
0:45:02 Speaker: executive session.
0:45:04 Speaker: May I ask a question, please?
0:45:09 City Attorney: This is, it's not on this agenda. The next agenda is February. the election is in May. Council should probably consider whether you want on the agenda a selection or do you want to leave the position vacant?
0:45:27 Speaker: I think we
0:45:27 Speaker: should go ahead
0:45:28 Speaker: and put it on the agenda for selection for someone to fill that spot even though it is almost time for the election I believe and it needs to go out in public so that the public can send it to the city hall that they would like to be considered. Don't know that they need their name actually on a list. Just be here for that meeting.
0:45:49 City Attorney: Well they probably should submit letters of request. Okay. I would think that that would be appropriate that way the council has a record.
0:45:57 Speaker: Yeah we typically never done it and I
0:45:59 Speaker: didn't want to verge at this time.
0:46:01 City Attorney: Yeah it's a very very sensitive subject and I'm very sorry that we need to do this but we do need to.
0:46:07 Speaker: Right right because as you can see we right
0:46:11 Speaker: because miss [name] being ill right
0:46:15 City Attorney: so I believe that we can't vote on it okay it's a recommendation
0:46:31 Speaker: you're not
0:46:32 Speaker: even supposed to be
0:46:32 Speaker: talking about it
0:46:33 Speaker: actually well
0:46:34 Speaker: we're talking about it in connection with report and acknowledge Yes ma 'am. So perhaps for the next council meeting.
0:46:45 Speaker: I'll work that with the mayor. [name].
0:46:49 Speaker: Okay. All right.
0:46:52 Speaker: Consider executive station. Does
0:46:54 Speaker: anybody have announcements?
0:46:59 Speaker: Yes.
0:47:01 City Attorney: It's going to be snowing this weekend. Yes it is. And pretty much every night is gonna be a droopy faucet night. Please try to remember save yourself the expense of new plumbing and if you haven't already pulled out your winters you might want to because they were telling us in October that January and February were going to be brutal winters in the winter months. We've been spared that with some really excellent weather. It's confused my plants. My roses are trying to bloom. There's buds on the trees. Just try to look after the elders and the kids, please. Make sure everybody's gonna be able to stay warm.
0:47:51 Council member: So we do still have some hats and gloves for younger kids. We don't have any more adult stuff, but we also job blankets so if anybody needs them let me know or the city administrator and we'll get them to whoever needs them. That's a good use of her. [name] before Friday so if they are aware because I personally don't want to get out either so.
0:48:16 Speaker: That reminds me
0:48:17 Speaker: too we also have
0:48:18 Speaker: a little bit of can
0:48:19 Speaker: items
0:48:21 Speaker: left.
0:48:23 Speaker: If somebody knows somebody that
0:48:24 Speaker: needs them,
0:48:26 Speaker: let us know
0:48:27 Speaker: so that we
0:48:28 Speaker: can get them to
0:48:29 Speaker: them. Not only for y 'all, but remember your vehicles. They have something called freeze plugs in them. If you don't have antifreeze, if you don't have antifreeze in your engine or in your radiator, you can blow freeze plugs and then you got bigger trouble. So check your radiator for antifreeze.
0:48:55 Council member: So, Mr. [name], were you, according to what we're, we're just freely talking out there, but coming back to discuss, like, the coverage that your department handles for HOMCO, so we can have a little more detail, be it council bill to ask you questions, are you going, you're going to be on the next, request the next agenda? If
0:49:16 Speaker: you guys want to put it on the next agenda, I'm more than happy to be here, depending on when it is. I know [name] is out of town for the next two weeks. I believe he found this the first time since I've known that man's taken a vacation. So I think he's out for two weeks but I can line up the chair of the board for the redistricting committee. I can have him here as well if you can if somebody can just give me the date and the time.
0:49:40 Speaker: I think I'm going to solve some
0:49:42 Speaker: questions. I'm going to use the 630.
0:49:44 Speaker: Okay, and if y 'all want your agenda,
0:49:46 Speaker: I'm going to just have it on what side of town. Right.
0:49:49 Speaker: So G .O .F. [name] is a...
0:49:51 Speaker: Okay, we're going
0:49:52 Speaker: too far.
0:49:53 Speaker: We're off agenda now.
0:49:55 Speaker: If you can
0:49:57 Speaker: give me the information, I'll have them here.
0:49:58 Speaker: Yeah,
0:49:59 Speaker: you're going to have an opportunity.
0:50:01 Speaker: Okay. We just can't do it
0:50:02 Speaker: at this meeting. Can I get
0:50:03 Speaker: a motion to adjourn? I
0:50:05 Speaker: have a motion. I have a motion, do I have a second? I have a second. [name]. All those in favor? Aye.
0:50:15 Speaker: I've already got
0:50:16 Speaker: motion from [name] and second from [name]
0:50:18 Speaker: and
0:50:20 Speaker: this meeting is
0:50:21 Speaker: now
0:50:23 Speaker: called
0:50:24 Speaker: at
0:50:24 Speaker: 746
0:50:26 Speaker: on Tuesday,
0:50:27 Speaker: January 20, 2026
0:50:29 Speaker: and we thank you all.
